Mandatory Consultation
The Public Notice announcing the publication of our Neighbourhood Plan was published in the Mid Sussex Times on Thursday 7th December. The mandatory consultation (Regulation 16) commences 7th December, and runs until 1st February (the additional 2 weeks takes account of Christmas and New Year).
Full details can be viewed on the MSDC web site at https://www.midsussex.gov.uk/
All previous documents are available on the Parish Council website by following the Neighbourhood Plan drop-down menus.
The Parish Council would like to thank all those who over the past years have served our community on the Neighbourhood Plan Steering Group. The Steering Group has managed the development of the Neighbourhood Plan which has evolved through community and professional input alike.
All decisions on the content of the plan have been made by the Parish Council as a whole. These decisions have been recorded and can be viewed on the Parish Council / Committee Meetings page. Meetings on 8 December 2015 and 9 February 2016 were the key ones for decisions about site allocation.
Pre-submission consultation
The Parish Council is now pleased to be able to publish the Pre-Submission Neighbourhood Plan for public consultation. This plan, subject to your feedback, will then be submitted to MSDC for formal review including assessment by an independent examiner.
The Pre-Submission Neighbourhood Plan and supporting documents can be viewed and downloaded . They are also available on paper for viewing at the shop, pubs church and Parish Office.
We need to hear from you
Your Feedback is VERY important to help us get this right. Once the Neighbourhood Plan is adopted it will influence the development of our community over the coming years. We need to hear from you whatever you think. It is just as important to know about the things you do agree with as the things that you don’t.
Please read and review the plan and let us have your comments and feedback either by email to hkparishcouncilnp@gmail.com or on paper to the Parish Office, Rear of the Village Hall, The Green, Horsted Keynes RH17 7AP
Timetable
Please note this is the last time that residents of the parish will be able to influence the content of the Neighbourhood Plan before it is formally submitted to MSDC……….so please have your say NOW.
Phase One – The pre-submission consultation process lasts for six weeks and will close on 26 May 2016.
Phase Two – All comments received will be reviewed and the plan amended as appropriate. We aim to get the revised plan approved by the Parish Council and submitted to MSDC by 15 June 2016.
Phase Three – MSDC will conduct a further 6 week consultation and then pass the plan to an independent examiner who will ensure it meets all legal and policy requirements.
Phase Four – Having reviewed the plan the independent examiner may require amendments to be made. The parish has no say in changes made at this stage.
Phase Five – MSDC will hold a referendum on the plan for all electors in the parish. To be adopted the plan needs 50% + 1 of those voting to vote in favour. It is anticipated that the referendum will take place in early autumn 2016.
Archived website pages
In April 2016 the Parish Council recognised that the Neighbourhood Plan section of the Parish Council website had become very unwieldy and in some cases, out of date. In order to present information in a logical and coherent manner for pre-submission some revision would be necessary. The Council decided the best way to do this was to archive all existing material exactly as it stood and prepare a new set of pages containing the draft plan documents and up to date copies of supporting material.
This has now been done. A copy of all Neighbourhood Plan pages as they stood at the start of April 2016 can be found in the new archive section. These pages provide details of the process as it evolved till mid 2015 including the original Village Plan and the 2012/2013 surveys. However please be aware that some information is now out of date or incorrect.
